DEVIZES BOWLS CLUB
RULE BOOK AUGUST 2005
1. The club shall be known as THE DEVIZES BOWLS CLUB Long Street, Devizes, SN10 5BY
OBJECTIVES
2. The promotion and playing of the game of bowls and the pursuit of indoor sporting and social activities.
MEMBERSHIP
3. (a) The club shall be a member's club consisting of
(i) Full members, one entitled to use all club facilities
(ii) Winter season member, one entitled to use only the indoor sporting facilities.
(iii) Social member, one entitled to use all the club facilities except the sporting facilties.
(iv) Junior member, one who is between the ages of ten and 18 years on the 30th. September and engaged in sporting activities.
(v) Life member, one approved by members at an Annual General Meeting (AGM) who shall continue to enjoy the benefits of their category of membership without payment of the annual subscription.
(b) All persons nominated for membership shall be proposed and seconded by two full members. The name and address of the proposed member shall be posted on the club notice board at least two days before being considered by the management committee (the committee) . Membership will start after approval and payment of the appropriate annual subscription.
CLUB PRESIDENT
4. The club shall at each AGM shall elect a President for the following year, who shall act as chairperson at the AGM. The President must be a full member of the club and shall not serve more than two consecutive years.
ANNUAL SUBSCRIPTIONS
The amount of the annual subscriptions shall be determined at the AGM on the recommendation of the committee. Subscriptions of full members shall become payable by 1st. May and for winter season members by 1st. October. Non payment by the due date may result in membership being terminated.
MANAGEMENT
6. (a) The club shall have a committee which shall manage the running of the club.
(b) The Committee shall consist of six persons. The six committee persons must be full members, elected at an AGM and at each subsequent AGM one third or the nearest number thereto shall retire from office. (the committee members to retire will be those that have been longest in office, or if they became committee members on the same day, those to retire shall be chosen by lot.) A retiring committee member shall be eligible for re-election. No member to serve more than two terms consecutively (six years) without a break of one year minimum. A casual vacancy on the committee may be filled by the committee until the next AGM.
The Committee shall meet monthly and three or more shall form a quorum. The committee at their first meeting and after each subsequent AGM, elect a Chairperson from their own number. In the event of an equality of votes on motions the Chairperson shall have the casting vote.
(d) The club shall have a Secretary and Treasurer and such other officers as the committee from time to time determine, who shall be appointed by and may be removed by the committee. Such appointee shall not have voting rights.
(e) All monies received by or on behalf of the club shall be accounted for by the Treasurer in the club accounts and shall either be paid into the Bank or retained as petty cash at his discretion. All Deeds, Agreements and any other documents relating to the Club's property shall be deposited with the Club's solicitors in the name of the President, Secretary and treasurer. All cheques drawn of the Club's accounts shall be signed by two of the following: Chairperson, Secretary, Treasurer and other named Committee members approved by the full Committee.
(f) The Committee may approve the formation of seperate sub-committees to run the Men's and Ladies' bowling sections and the indoor winter sporting activities, and such other sub-committees as are deemed necessary for the proper functioning of the Club. All such sub-committees shall report periodically to the Committee, and shall conduct their business in accordance with any directions from the Committee.
